Institutional Performance Evaluation (IPE) is the HEC exercise that evaluates the institution as a whole, rather than a single programme. It is conducted periodically by a panel of external reviewers appointed by the Quality Assurance Agency, on the basis of a self-evaluation submitted by the institution and a visit to the campus.
Standards assessed
The IPE framework evaluates the institution against a set of standards covering:
- Mission statement and goals, and the institution's planning against them
- Governance structures, statutory bodies and their functioning
- Integrity and transparency of institutional processes
- Organisation and operation of academic programs
- Faculty strength, qualification and development
- Students — admission, support, progression and outcomes
- Institutional resources: physical, financial, library and IT
- Research, innovation and community engagement
- Quality assurance arrangements, including the functioning of the QEC itself
Process
- The Directorate compiles the institutional self-evaluation against the standards, with supporting evidence.
- The HEC-appointed review panel examines the submission.
- The panel visits the campus and meets management, faculty, students and staff.
- The panel issues its findings and recommendations.
- The University prepares an implementation plan; the Directorate monitors and reports on progress.
